CCFTV is cautiously optimistic that Government will indeed finally address the critical issue of an underfunded social care sector. A small percentage increase in national insurance contributions seems a price worth paying if those funds are ring-fenced for social care.
We do not support the use of those additional funds initially being used by the NHS to address backlog issues after which social care then has access to that budget. It is imperative that Government ends the injustice now of the 'postcode lottery' under which some people currently pay for care and some do not. Many elderly people have had a lifetime of making national insurance contributions and therefore the idea that they must sell their home to fund their care should be abolished as soon as possible.
The social care sector faces a perfect storm. Demographic information suggests demand for care is rising rapidly yet nurses and carers remain in very short supply. Agency costs are increasing exponentially and fee levels in the North and Midlands remain at a level unlikely to attract developers to build much needed new care homes.
This social care review must address all of those issues by ensuring new funds are deployed in a way that will ultimately improve the lives of vulnerable people.
